Hello fellow Mainer!
My $.02 - I ALWAYS have snow tires for my daily driver cars. All season tires are a lousy compromise - they are not great in snow, and not great on dry pavement either. Given that I live in the Portland area where the roads are extremely well kept in the winter, I usually go for a high-performance H or V rated snow tire, something that is a little less good in deep snow and a little better on cold dry pavement.
The increase in stopping and cornering power in bad conditions will really open your eyes if you have never had a Saab with snow tires before. Especially stopping power.
Cost is really a wash - buy a set of good used wheels for $2-300. The miles you put on the snows are miles you aren't putting on the summer tires, so over the long haul tire cost is the same. Steel or alloy is your preference, I have never found an issue with alloys deteriorating in the winter, and they sure look better. Steels are certainly cheaper.
