Someone may dig up the actual TSB from Saab, but it's something to do with wheel hub corrosion. I put a coat of Schaeffer's #274 grease on the wheel hub and after 3 seasons don't have a bit of hub corrosion with my winter steels. So go figure.
My experience has been in the winter with Nokian Hakkapeliitta RSI (http://www.nokiantires.com/en/tire_hakkarsi.aspx?season=winter) snow tires, which give fantastic winter weather traction at the expense of some dry handling. This is in eastern MA by the way - not as extreme as your winters!
If you want a single all-season tire, the Nokian WRG2 is an excellent choice, which is basically a winter tire that can be used in the summer (rather than the other way round). Compared with the RSI or other good quality dedicated snows, you'll lose some winter traction but gain in dry pavement handling.
The WRG2 in the stock 16" size will probably run around $150/tire and no wheel changeovers are needed. Same with the RSI but you'll need a second set of rims. Used Saab 16" alloys are pretty cheap, esp if you don't mind a little wear on them.
