What dissolves oil sludge?

What is a good liquid agent for dissolving suspected oil sludge? I do not intend to run ATF through the engine etc. However, if dropping the pan only involves cleaning out the sludge in the oil pan, I may have an idea that does not involve the time/hassle or leak risk associated with dropping the pan and reseal it: can I just pump some solvent like ATF through the oil drain plug hole, letting the car sit there for a few days, or even blowing bubble inside or press an ultrasonic vibrating device to the outside of the oil pan for a few hours? then drain the fluid and replace with favorite synthetic oil? Perhaps that can be done at every oil change!
Any suggestion on an effective solvent agent that can dissolve oil sludge, plastic/rubber bits, carbon particles quickly (or slowly over 48 hours)? Since the process I have in mind does not run the fluid through the engine at all before being drained, it may not pose a threat to rubber engine parts at all.
