I just dealt with this on my 03 Aero outside Boston. There was slight bubbling of the paint down low in front of the rear wheels. I thought it was rocker panel rubbing and breaking the paint. But once the liner was off it was significant rust in the wheelhouse just behind the doors. Swiss cheese -- rusted right through. I spent too much money 9but I love the car) and has a very good body shop cut out all the rust, fashion new plates, weld them in, coat them with every rust preventor known to man, and repaint.
This spot seems inadequately rust-proofed from the factory. Dirt and salt gets trapped in the gap between metal and the wheelhouse liner and never dries out. I've tried hosing it out for years but that didn't help. it can be fixed and made better than new, but I spent almost $2K to do it.
