Thanks Francois, that 3M paint looks pretty good. It is probably a good idea to have something like that to counter abrasion there, as the original paint looks pretty thin there. I think they assumed the plastic shield would be enough protection, but it clearly rubs and there were 3 minor surface rust spots I discovered once I got the liners off (top stud both sides, at the fender rear, and on the gas filler).
I had been trying to spray rust check up there previously, but it was hard, and very little seemed to be left behind the wheel liner. It's too bad that removal/reinstall of those liners is such a nuisance!
Good news is there don't seem to be any sunroof drains there. I think someone wanting to fix this on the cheap could just fill that cavity with monofoam, fibreglass/bondo, and paint... I think most of the corrosion comes from the outside.
It's amazing how much this is a tip of the iceberg issue... I had perforation from what was 6 months ago hardly noticeable, and on the other side, most would not have even noticed the tiny rust bubble that lead to a large rusted patch under the liner (went up about 4")... and I used to think c900 fenders were problematic! I will post some pictures in a couple days! thanks all!
