that is not conclusive evidence of a failing CPS. CPS has a few different failure modes, including crank but no start when hot. As far as I know there no case where a failing CPS will prevent the engine from cranking. I could be wrong but i am pretty sure that the failing CPS will not interrupt the starting circuit.
The fact that you observe a voltage drop, yet hear no click, when you turn the key is interesting. it makes me strongly suspect the solenoid. The fact that it starts up after it cools a bit also fits with this suspicion.
Your starter has 40k and 4 years on it ... It sucks if it is failing so soon but given the sad state of parts these days I think this is your prime suspect.
