others will have more (and likely better) information but my thoughts:
1 - no its not "normal" to have to recharge the system yearly. its not normal for any car, and not normal for saabs. A properly function A/C system does not leak refrigerant. If someone tells it's normal to leak refrigerant then go elsewhere.
that said ... some owners choose to tolerate a slow leak. And those owners will need to recharge yearly or so.
2 - there is nothing "special" about a saab ac system. any shop can handle it just as well as they handle a buick. However be aware that plenty of shops cant handle a buick A/C system.
3 - the challenge you mention, I think, is that the compressor is a variable displacement compressor. This is not unique to saabs at all however it makes "knowing" how full the system is by the old school method of measuring it's pressure, inaccurate. The only good way to know if the system is correctly charged is to evacuate the system and fill with the correct quantity. Again, this is normal and well known by any competent shop, and is a common thing across a wide variety of cars.
