Yes 0 Bar on pressure will not allow compressor to turn on. The signal from AC to turn on fans is the following for low speed outside temperature over 22 degrees C, car speed under 38kmh, and pressure over 9 Bar. High kicks in when AC pressure goes over 18 Bar. Don't know how a shop could check that without Tech 2. The pressure in the evaporator is controlled by a expansion valve but the reading for evaporator temperature is a fixed value in Tech 2 after I believe 2001. Early cars had a temp sensor on the evaporator but it was eliminated and a fixed value was programmed in. Could be wrong on the year but it was pretty early. I would try filling it and see what happens. Good Luck, Bernie
