The cooling fans in the 9-5's work like this. Low speed is when the 2 fans are in series with each other so they are only getting 6v to each one and run slower. If one fan motor doesn't work or there is an issue with the wiring/connector/relay, neither fan will run.
High speed is when the fans are in parallel with each other and each fan gets supplied with 12v directly.
If you're only getting the right fan running, there's a problem somewhere with the left one.
Also, I've never seen the cooling fans run after shutdown on any of the 3 9-5's I've owned. My 9000's loved to do this basically after every trip in the summer, but never on a 9-5. I know I've seen it mentioned that it's technically possible for a 9-5 to do, I've just never had it happen in 19 years of ownership.
As others have said, without a fully charged system with proper readings from the pressure sensors, the AC system will not work properly. Charge the system up and then see how it behaves.
