Can the 08 code cause no heat on both sides of the car? I drove enough to get the temp gauge to the 9 o'clock position and the one pipe on the passenger side is warm. How hot should it be?

I replaced the by-pass valve a couple of months ago because of a leak and had heat until the other day.
