well then, if both pipes are getting hot.. then the bypass valve, thermostat, and heater core are all working properly...and its a problem inside the cabin...
if both pipes are hot, and you still have NO warm/hot air from the vents.. then its an issue with either the stepping motor, shaft/cam connecting to the stepping motor, or the mixing flap itself is binding..
.. as I wrote along with the other poster previously, try removing the motor, and see if you can move the flap freely by hand, by turning the cam/shaft assembly... and inspect it for cracks.. If the flpas move freely, and no signs of cracking, etc.. then remove the motor, keeping the wiring connected, and see if the motors gear is moving when operating the HVAC controls..
