Yes, it should turn, albeit maybe with some effort. If I recall correctly this motor, and its right side companion rotate the drums inside the air box the control the temperature mix of the air by directing heated or cooled air to the distribution drum, which also has a right side motor and determines which ducts the air flows through. (The flaps are really drums - there are some photos or videos out there that show the cutaway view and make it clearer). The two temperature motors and drums in theory allow the two zone climate control. Do you get my heat on the passenger side?
I would try to get a hand or gentle grip with small pliers to GENTLY manipulate jiggle the spindle to see if anything frees up. You may need some leverage but remember that this plastic is brittle, and it seems like the drum is in the cool position or a neutral zone but not heat.
