the 08 relates to one of the blend doors/flaps. Depending on which one, then yes, it could impact the overall mix of heat to both sides of the cabin. Usually the problem is either a broken shaft or cam, causing the flap to get stuck... otherwise it could be the stepping motor which moves the shaft/flap that fails. You can try to move the flap manually to a full open or closed position to see if that corrects the problem. The blend door/flap controlling the overall mix of air into the cabin is located on the left/driver side, but it's corresponding stepping motor is opposite it, on the passenger/right side.
However, putting that aside.. if only one of the heating cores 2 pipes is getting hot, then that would suggest either a problem with a blockage in the core (crud or an air pocket) or a bad bypass valve. Check the hoses before and after the coolant bypass valve. If they are all hot on both side of the valve, then it's probably a blockage or air pocket in the core... If the hoses into and out of the valve are different temperatures.. then the valve is probably bad.
Also.. I would double check the coolant level. I recall an issue a while back with marginal heat, when I had a slightly low coolant level.. but after topping it off.. things got warm again..
