The 2,000 lb towing limit placed on USA-delivered Saabs is an artificial limit based on the available towing "classes" in the USA. The 900 and 9000 (even the 99!) in Europe are rated to tow as much as 1,500 KILOS, which, if you recall is 3,300 lbs. This is shown in the factory service manuals.

The reason for this is that the US will only let carmakers declare what fits in their neat little classes. The next class up from the 2,000# limit is 3,500#, and since the 900 & 9000 don't quite go that high (unlike a 9-5...), they can only "officially" tow 2,000#.

That said, I imagine that it could be considered illegal by the letter of the law, but I would not expect one towing a horse trailer to be driving to excess.

I would likely only trust a genuine Saab trailer hitch, as there's no way to tell if the aftermarket one you buy for your 900 will handle the higher European tow rating.

Disclaimer: I'm not a lawyer, nor do I play one on TV, and I didn't stay at one of those chain hotels last night. This is merely from observations I have made over 21 years of C900 ownership, and several trips to Sweden, observing what the locals do with their C900s. And they tow. A lot...
