The white can simply stores vacuum (not pressure of course) to be used for operating dashboard heat/AC vents and such whenever manifold vacuum is low (when the throttle plate is open wide). The vapor return can (the black one) stores fuel vapors that emit from the fuel tank when the car is not running. Before vapor return systems were in use the gas cap just vented directly to the atmosphere. The vapors are absorbed into granular charcoal that's in the can. When the car is started the vacuum line from the manifold opens a valve on the can that lets the vapors be sucked into the manifold. You don't want the can connected to the engine off idle hence the vacuum actuated valve. The three hoses on the can are 1) hard plastic line that delivers vapors from the tank when parked, 2) the hose that delivers those vapors to the engine by way of a vacuum actuated valve when the car is idling and 3) the vacuum hose from the manifold that actuates that valve when the car is idling. If there is a problem with the hard plastic line you can have fuel vapors inside the car or under the hood any time, running or parked. Problems with either of the other two hoses will cause a manifold vacuum leak with symptoms of either a reliably (not intermittant) high or undulating idle regardless of engine temperature.
