you reset ABS ECU every time you kill the ignition since this boy has no EEPROM and doesn't have any connection to the +30 bus and relies solely on the ignition switch commutated +15 line (which is hot when ignition key is in the Run and Start positions). Long story short: this ECU has only RAM and no non-volatile memory and you turn it off every time you switch the ignition off.

What I was telling you was to unplug the ABS ECU off the vehicle's circuity to completely disable ABS-functionality just to confirm that this issue is purely hardware, not software: if with ABS ECU removed/disconnected the issue is gone (nauhh... I bet this won't happen) then it's ABS which is being fooled or is fooling you; otherwise it is the brake system (all the way from MC, pump, accumulator and valve block to the lines, hoses, calipers, pads and rotors).

By the way, you do need to carry on the per-wheel on-wheel axle-to-axle brake test to measure the brake force at each wheel relative to other wheels just to confirm the issue. I did a quick googling on roller brake tester shops around Washington, Norfolk, Richmond and Charlotte - the major cities around Vinton, VA which you claimed to want to to visit so I assumed you've got to live somewhere around. But it turns out that either elfs do not do roller brake testing (and this will be a huge surprise to me - you made it all the way to the Moon and back!) or you've got some special name for that.
A brake pressure gauge is a cool tool no doubts, but it doesn't measure the on-wheel brake force. And it won't tell you or give a hint whether it is the rotor wobbling (see Simon's post) or the bold tires or lack of pad-to-rotor downforce. So you'd better spend that (those?) money on the roller/drum brake tester, see the photo below.
