I would suggest that you find another shift housing with all the stuff in it that you know worked in a car that is being parted out. Then, dissect that one and look inside for any of the obvious wear issues and address them out of the car. Get a new key cylinder and have it matched to the one you have unless you don't care about having another key. Scanwest can help with that if you want to just source it and have it done rather than building a source locally. I found out the hard way that even the so called expert locksmiths don't know squat about how to fit or fix a Saab ignition cylinder.
That may just be one of the three things that is wrong with the re start issue. Hopefully, you already fixed the other two and the three tied to each root of that fault.......so, in all there are twelve things causing you problems :-)
