Hello,
1. Yes sounds like it's low on fluid and cavitating. Check to make sure the boots aren't full of fluid. But pressure lines often seeps leaks. And feed line to pump can get hard as a rock and seep at the pump. Sometimes pumps fail too. But it may be a slower leak that can put off even though the fluid will eat the lower control arm bushings and any other rubber it stays on too long.
2. No easy way. If you move the resevoir you can get to the hoses on the back of it. Or if you are lucky there is a filter on the return line look straight down at the bottom back side of the shock tower. The only way is really to run the return line into a jug while someone pours new fluid in the resevior. You will have to plug were you remove the hose.
3. I was always taught to use the GM clear PS fluid from that era. Currently AC Delco 10-5073 or 19329448. But Dex III will work. The good old Pentosin 11s didn't come into action until mid 1997 on the new 900 and 9000 and everything after that.
