I know I sound like a broken record, but it is pretty easy to rebuild the rack yourself. Easier, for me at least, than dealing with shipping a core all over the place and talking to people about it. The manual (available via link here) shows the correct way to insert the pinion so that it lines up right when the rack is centered (page 644-18). There are as many ways for the pinion to be inserted as there are teeth on the pinion. Hopefully this Phoenix Rack company doesn't try any particular way twice, you could be at it a long time!!
Regarding sleeving, it is my experience that only the racks with aluminum spool valve housings need it. The spool valve seals wear grooves in the soft aluminum and then the fluid can get around them when the rack is cold, causing the dreaded "morning sickness" in which the car has no power steering until it's warmed up. Many classic 900 racks came with cast iron spool valve housings. You can check this by putting a magnet to your rack on the spool valve housing, which you can identify as the "turret" that sticks out of the rack and out of which the steering shaft protrudes.
I hope this helps. Rebuilding it really isn't that hard! It is a greasy grimy job though, but I did mine a couple years back and it's still going strong.
There are numerous guides on rebuilding the rack. There is the TSL thread I made, which includes information on how to get around the problem that one of the available rebuild kits doesn't come with the right seal. I am sure you can find it. There is also a youtube video now. I am also sure you can find that one! The youtube video guy ran into the problem I ran into, but my guide has instructions about what alternative seal to buy.
