My racks have always leaked into the boots. I have never had a pump fail. Sounds like you are in good shape - it is a mess of fluid in the wheel arch and suspension when they fail as Bernie mentions.
You will see a thread from earlier this year on rack sourcing. A couple of us went to Phoenix Rack and Axle for replacements recently. They are pretty cheap and have what seem to be franchises in other cities. In my case they had no cores so sent mine in. Sadly they are on the third attempt at getting the pinion shaft in correctly aligned. They suggested against pulling off the steering wheel to fix it and in any case one of my airbag bolts is stripped. They seem to generally know what they are doing and did re-sleeve mine. Probably a good reason not to DIY the rebuild with a seal kit. Turn around time is about a week.
I've heard terrible things about working on an Audi TT. Now that I have done the C900 rack so many times it is pretty easy so I would not be scared off doing it if you need it.
