It can be difficult to get all the refrigerant out of the can. As the vapor escapes from the can it works like a mini air conditioner and chills the can, lowering the vapor pressure. Pressure from the can has to be higher than the low side of the AC system for refrigerant to flow.That's why you're seeing the pressure go up when you crack the low-side valve, but as the can pressure drops you'll see the low side pressure go back down. (The can should be right side up so refrigerant is charged as vapor. Charging liquid into the low side can damage the compressor if it does not vaporize completely.)

To maintain pressure in the can I immerse it in a coffee can filled with hot water, on a hot plate. This helps maintain vapor pressure in the can. You don't want the water to boil - if the can gets too hot it can burst. It should be about the temperature of hot tap water, not too hot to touch.
