If you go on Townsend's website you can find a procedure for filling up the AC unit with the car off. I had a very similar problem last year with charging a completely brand new AC system in my wife's 1988 Saab 900. We tried filling up in multiple different ways which have worked for me in the past and it would not give us the correct numbers on the high side and the low side. Eventually I charge the system up with the car off and following townsends instructions and now the air conditioner is operating as it should. Townsend said sometimes he has seen this happen and he's never understood why. I thought it was strange to do it that way but it actually ended up working we must have gone through 10 lb of freon before we finally did it the way he recommended we were getting excessive pressures and I kept blowing the safety valve on the compressor when we would go drive it.
