7mm as the spacer diameter seems a little big to me...I've used fat copper wire scraps that are something like 4 or 5mm in diameter. I think once I even used the handle removed from a Home-Depot orange bucket. But the fatter copper wire is usually generating the needed clearances without issue.

If you've got another person helping, they may be able to pry your spacer out as you bleed the system and finally get some clutch action going on the slave cylinder.

And if it getting that complicated with too-large clearances, you could also slip some kind of circular shim (a very large washer cut in half?) between the release bearing and the pressure-plate fingers. I think it IS possible to overextend the cylinder if the conditions are right (odd pressure-plate manufacture or a thin clutch disc) but I don't remember doing this.
