It's my understanding that the hotter a gas is, the more volume it takes up. Thus, when the exhaust gas has a significantly greater volume when it is extremely hot right after the turbo, in the downpipe, and in the cat. By the time the gas reaches the cat-back portion of the system it has cooled significantly, requireing a smaller diameter exhaust pipe. The heat effect is very noticable by touching the tailpipe of the exhaust (fairly cool) versus touching the downpipe (well, don't actually do this, but you get the idea).
This has always been my understanding of why a larger downpipe and/or cat is more important than the after-cat system, but hey, I'm a layman at best when it comes to this stuff.
