I'd have to say, look at how much it would cost to get it inspected and go from there. Obviously everybody has different situations when it comes to time and money. If it were me, I'd fix it. A headgasket isn't that bad of a job, takes time, but not that bad. Could need just a re-torqing if you haven't ruled that out already. I don't have experience on the heater core, but again it can be done. Rust in my opinion is just cosmetic when it comes to the wheel wells. Yeah it's gotta be done for inspection but if you look you may find an indy that will help you figure out a way. I say fix it. Even if you spend 2 grand, it's prob worth it. If you get a new car, you're gonna miss that sucker...
