You'll need a calibrated boost gauge to know for sure but its possible the car is fine and your just use to the extra torque generated by an overboost situation. Its also possible the valve is defective.
Not to bag on Goldwing but I had the same problem buying bpcs for them a while back. I exchanged several trying to get one that worked right. Most would only boost to the 10-12 psi (15-16 psi with proper bpc) range and others would give generally inconsistent boost. I think the only test they do is to check the resistance accross the electric connector. Unfortunately, most bpc's fail because they become clogged with broken pieces of plastic and other debris.
You can keep trying used ones untill you find one that suites your needs or you can bite the bullet and buy a new one. The third option, probably the best, would be to find someone to modify an ecu to accept the t7 boost control valve. The oem t7 valve costs around $50 us and is a lot more reliable the the t5 valve.
