could my dic have ED ?

96 9000t, but has a boost issue plagued me constantly on all my 93+ 9000 cse cars through the years, except for one which had a blue dic.
can a dic have a partial Electrical Disfunction failure without catastrophic failure ? I guess what I am asking is if a failing dic can only get up to partial boost instead of the full boost I crave.
sometimes after a few seconds of 8psi it will jump up to 10 and then moderate back down.
but by that time it is already too late
I have been tracking my boost and typically it is around 8psi but some days it is 10psi and it might spike to 12 at max but that almost never happens. bpc valve is not issue, as same issues with t7 valve and different computer
(6psi is base boost when bpc disconnected)
I just can't seem to get no satisfaction.
As much as I don't want to I am thinking about castrating the whole apc system an mbc+ thing
Please help
P.S mileage is also -4mpg of what it should be, someone said possibly due to low temp thermostat instead of the stock one, but that might be TMI.
