Certainly. Every DIC i've ever tested that I didn't purchase new has been weak. They're supposed to put out 40KV new, and i find a ten year old one is often only capable of somehing like 16KV. You can test them with a Tech-2 and a gap-type spark voltage tester.
High boost will lead to spark blow-out which feels just like fuel cut. Sometimes you can get better behavior out of these weak units by making your spark gap smaller than min spec. if that helps, it's evidence the DIC is weak.
Blue DI's are exactly the same as red DI's save for the cutout for instrumentation cables.
