Pretty much all 1975-1977 cars suffered from this problem. 1978 and later cars were not as bad as some changes were made to the fuel injection system to reduce the loss of resting pressure after a hot shutdown. But, it could still be an issue. Other car companies using the Bosch CIS injection system also had the problem to one degree or another.
"in the day" Saab issued a Service Instruction (S.I.) and a parts kit (Part Number) 78 73 458)which included a pulsing timer relay (Part Number 85 68 289) which started automatically pulsing the Cold Start Injector if you cranked the engine more than a few seconds. Of course, these parts are long since no longer available which is why we have to use the manual method now. Also, the manual method is not good for emissions, so they really could not recommend it as a factory fix :-) I can't seem to lay my hands on the S. I. at the moment, if I find it I will pass it along for entertainment's sake.
