Beside checking the rest pressure, etc., the injectors should be checked for leakage.
Also note that the cold start valve does not run on 12v but less since it's in series with thermal/time switch. Operating it at 12v for more than just briefly will lead to it's failure. The t/t switch has a resistor which heats the t/t switch when starter current is supplied. The thermal switch opens up at a certain temperature. The resistor and switch are in series and both work in consort to turn on the cold start valve only if the switch temperature is below a certain value And only for a short time by internally heating the switch each time the starter is operated (this prevents flooding the engine if the starter is operated for a long period). On a warm engine the t/t switch will always be open. Later CIS add-ons on 900s have a cold start pulsing relay which pulses the cold start valve after long starter operation.
Another thing to check is the fuse holder assembly. If it's the older type that's riveted together, replace it with the later type made with one piece twisted holders. I had a 1975 with the hot start problem. The fuel rest pressure checked OK (which by the way changed in later years to a longer time via a larger fuel accumulator). The engine would try to start briefly. After lots of hair pulling, I found that the fuel pump was not turning on. The plates in the fuse holders that are riveted together develop corrosion/resistance with age. The plastic the rivets pass through also shrinks with age. The metal holding the fuel pump fuse would be quite hot due to the added resistance. The problem vanished after the fuse holder assembly was replaced.
