As far as the accumulator, you definitely want the later (higher capacity) unit. The Bosch PN is 0 438 170 010. I believe I determined that Bosch number was also used in a lot of VWs, so the easiest/cheapest way to get it is from VW (or Rock Auto or some source like that). I'm sorry, but my records don't seem to have the VW PN).
I don't think I can help on the tank fitment issue. The 80 C900 plastic tank will go into a 99 just fine, but the fuel hoses and bracket are different as the accumulator is mounted ahead of the tank on the right side instead of on the left end of the tank (on the plastic tank it's not mounted to the tank but rather to the body.
Using an '86 tank and modified brakes you are kind of on your own as far as whether it will all fit together - that stuff is all late enough that it might or might not fit and you will likely just have to try it.
