Right Don, if it fails for high CO (Carbon monoxide) it is too rich, meaning too much fuel, and fuel comes from the carburetor. (I can only think of one exception at the moment: sometimes the crankcase gets a big load of fuel in the oil for one reason or another, and then the gas fumes drawn in through the PCV system can make it rich in the absence of a carb fault.) The equivalent is NOT true for HC (Hydrocarbons). If it fails for high HC it can be because it is too rich (in which case it would fail CO also), or too lean, or timing is wrong, or engine mechanical problems, or valves out of adjustment, or etc etc etc.

I would rephrase this a little: The question is if your mechanic understands carburetor repair well enough to fix your carb, or if you need to find somebody different who does. Not trying to dis your mechanic, just to say that in these days of fuel injection, many have seldom or never repaired a carb and you may not want such a one learning on yours. Chances are it can be fixed. Parts availability may be a problem but not insurmountable.
