Well, I think they all should be turbo'd, if I understand correctly blowers are less thermally efficient than turbos.
Generally speaking, though, blowers tend to be cheaper/easier to apply to a situation, and are easier to tune for greater low end torque. But they are less effective at higher rpm.
I imagine the diesel argument has something to do with higher velocity exhaust gasses, because of the high compression ratios, which will spool up a turbo quicker.
It's interesting, because I read a technical article a year or so ago, (Sports Car International, I think) that argued that turbos were the superior application, economics notwithstanding, and it was pretty much geared to gasoline engines.
Regardless, any blower is better than no blower (well, I don't know about those electric intake fans, frankly I don't want to!!)
