Not an expert but have visited childhood friends many times that have moved to Berk/Oakland area. Oakland is not at all rough in many parts, and seems to be the best value for that general area. It is also not invconeneint for getting into the America's second best city (after Chicago of course!) San Francisco. Several friends have actually bought in Oakland after previously renting for a number of years there. Get a good apartment finder specific to Oakland and something good will likely turn up. Still, being right near the campus, though a little funky and definitely quite junky, is rather hard to beat for her convenience. If you want to see very cool ask for some apartments in the hills of berkeley. San Pablo can also be a relatively good deal and right near the water!
