Hey Randy,
Welcome to the Bay Area. Well, Walnut Creek's a pleasant place to live. It's a pretty quiet, upper middle class, nice town. It's definitely suburbia, soccor moms and suvs. I grew up in a town not too far from there and would ride my bike through there all the time. But, as Scott mentioned, if you're going to drive through the tunnel on 24 to get to Fremont, it'll be a little tough. The traffic gets pretty snarled there a lot.
I'm not sure what kind of neighborhood you're looking for, but if economical is what you're looking for, you might want to check out Oakland. You'll be competing with a lot of students for housing in Berkeley. Oakland has a bad (deserved) reputation for being dangerous. But, like all cities, it's only in certain areas. There are some nice neighborhoods in Oakland. Oakland's right next to berkeley, you will have to deal with traffic on 880, but from Oakland to Fremont is bearable.
