Parts of Oakland are sketchy yes, but IMO, Oakland is under appreciated. Rockridge, Lake Merritt and temescal are two very nice communities in Oakland, with Rockridge having better BART access. Loft space can be had in downtown and West Oakland, but it's definitely more neighborhoody in Rockridge and Lake Merritt area. I lived there one year and enjoyed it - though I now live in SF. Also lived in Alameda, which is very nice but a little "tame" for me.
Walnut Creek is nice, but very suburban.
BART is an easy commute to Berkeley from Oakland and downtown SF is convenient if you don't stay out past 11:30. If BART were 24 hour Oakland would still be appealing to me.
