The problem is that people are sheep, and on highways they are just being pushed forward into empty spaces. Fact is that most times when lane closures like that happen they do not start the barrels soon enough and rapidly shut the lane down, say in less the 200 feet, but put up the warning far in advance, lets say 1000'. Some states require a much longer distance that the lane closes down, almost immediately after the notice of the road closure, so you have a greater distance in which to yield, less of a chance to build up road rage, less of an empty space in front of you, and less of a chance of that binding problem. Also there is road rage to factor in, when people see an open spot on the high way they just gun it! It is all about herding!
