I am probably going to get some negative replies, but I do not agree with the general consensus of the responses so far.
I am originally from NYC. There are enough inconsiderate drivers there that people routinely did illegal things. Drove on the shoulder, got into exit lane, passed traffic then returned to main lanes etc. I think all of those things are wrong.
I now live in MI and I things are very reversed here. I often see people trying to get onto a jammed highwy crossing solid white lines because they want to merge as early as possible. What they are doing is illegal, yet they get upset with people that merge later on where it is now legal (dashed lines) It really amazes me how many cars I see on the Mound road to I 696 enterance ramp that routinely get onto the congested highway by crossing the painted divider. If the highway engineers wanted people to get on there they would have stripped the road accordingly.
Next comes construction zones. In MI you will often see a sign that warns left lane closed up to 1 mi ahead. The vast majority of the drivers get over as soon as possible, and the left lane stays vacant for large distances except for the occcasional person that continues forward. Usually at the end of the line people are upset if you try to get in, but most will let you in.
My simple theory is that the lane is not closed yet, so it is legal to drive in it. When the lane is closed I will get out of it. I try not to have more than a 20MPH relative speed between myself and the stopped lane in case someone jumps out in front of me. I think this is safe and legal. I see no problem with it. People often get upset and block the lane, but I do not think that someone who is driving in a lane that is still open is breaking any laws. If there is a sign that directs me to merge, I will start attempting to merge at the sign, if there is no sign, I merge where the lane closes.
I do not support driving on the shoulder, or driving in exit lanes or other illegal activity, but I can't bring myself to sit in traffic over a mile before I legally have to.

Perhaps I still hae too much rude New Yorker in me, but I don't understand how driving in a legal manner could upset people.
