Slightly OT: Construction lane closure slowdowns

So here is my pet peeve which I have to experience every day here in the Detroit area lately. When a construction sign indicates a lane is closed ahead, instead of moving over right away to keep traffic flowing smoothly, inconsiderate (or perhaps clueless) people see the need to cut in front of the patient ones and merge at the very last minute before the lane actually closes. Not only is cutting a bad thing in most other circumstances, it slows down traffic flow immensely. Think of a funnel with a gradual slope relative to one with a steep slope. Why can't people do the right thing? Why don't state DOT's make signs like Ohio used to have which say "It is illegal to be in the left lane". I think police should enforce this for traffic flow reasons and construction worker safety.
If I had a huge vehicle (and some extra time), I would block the lane that is closing by moving at the same pace as the lanes that stay open assuming somebody would let me back in. Semi trucks often do this quite effectively.
What are your thoughts?
