I usually see this many times while I am driving back home to FL from school in OH, or up to Buffalo. I see it as an open lane, totally legal, and open for my traffic. I do agree with not keeping up the 70mph+ speeds past everyone else who is going 40 and below, and when i do this I usually tuck to the far left of the lane.
If the road crews and such wanted the cars to merge to one lane a mile before, they would place the sign and cones a mile early. It must makes no sence to me, to wait there in a line of traffic a mile long, when there is a open lane...
