Your friend is correct. The traffic flow is calculated by determining the number cars at a given speed that can pass through two set points over a period of time. If the design speed of the road is 60 mph then cars are moving at 88 ft/sec. For a 500 ft span, it would take a little under 6 seconds to pass through it. That is per lane. So for a three lane road, the longer you can keep it so that all three lanes are open / the closed section is as small as possible, people will move through the system the fastest.
The problem is that when people move through a consolidated zone with narrow lanes or something happening around them, they have a tendency to observe and go slower. This makes the merging process much harder. Add to that, people's opinion that "they were there first" and you then have a traffic delay.
