I'd be interested to hear the theory on that. Assuming that there are no entrances/exits in the area in question, traffic flow (at steady state, which assumes no stupid humans who can't drive properly) follows a law of conservation: on any section of road, number of cars in = number of cars out. Restated, this says that at any point on the road, the flow of cars/second is constant.
Having the merge at the last second just means that the backup starts closer to the merge point and ends closer to the merge point. If the cars merge sooner than the merge point (let's say 1/10 mile) then the backup extends an extra 1/10 mile from the merge point.
But I'm a mechanical engineer, not a traffic engineer, so I must be missing something :) Let me know, if you remember, what the explanation was.
