Austin is the best place to live in Texas. I went to UT Austin for my MBA - thats partly how I got stuck in Texas.
Compared to California it will cost much less, but probably the most expensive place to live in Texas. Texas has no state income tax which is very nice -- mainly high property taxes and sales tax pay the bills for the state. A nice home in Austin will cost $250K-$350K in the suburbs with the nicest areas $500K to well over a million in the hills (by Austin CC and Barton Creek). Congestion is better than CA for sure, but 35 can be a headache at rush hour. Downtown and 6th street offer plenty of fun and good music and food is excellent (Chuys is the best Tex Mex there).
If I was to move back to Texas Austin is where I would live. I would live in the Barton Creek or Bee Hives area west of Austin. Not many Saabs down there, but probably more than most areas of Texas:)
