I believe that study was for manual transmissions. They got the best mpg when they used plenty of gas pedal (but not WOT), but they SHIFTED AT 2000 rpm. You can't get an automatic tranny to shift at 2000 rpm if you're right foot is down.
Remembering from an engines class I took -um- xyz years ago....
WOT is more efficient for engines having CR > 9:1 or so. Low compression engines (CR < 8:1) did better when heavily throttled. Seems to me that turbos are a mixed bag. How they behave depends on how the boost is controlled along with the throttle.
