We don't get much snow as a rule, but it does happen. Typically we'll get a few small snow events of 1 -2 inches, and usually 1 good one: >10 inches. That one shuts everything down for days. The local joke is that the snow removal procedure is called April.
More typical is a couple of ice storms. That will take the power out for a week so I have a decent generator and 20 gal of gas.
The state doesn't have the infrastructure to handle the frozen stuff. Why put $$ into snow/ice removal equipment when it's hardly ever used.
The real problem is the drivers: they just don't know how to drive in the stuff. I constantly see pickups and SUVs doing 60+ on I-40 when it's a sheet of ice. I putter along at 30 mph or so on good all seasons and usually catch up to them after they have spun out or hit someone else. There is just no comprehension that a 2-wheel rear drive vehicle can't maintain traction or stability under slippery conditions. And it's not just snow/ice: a good rain will cause hundreds of accidents.
