Here in Montreal, I notice that anytime snow falls, people will not consider how the road is (maybe just wet...) but will just assume that it is slippery and slow down.
And then the weak link theory is applicable. Heavy traffic will only move as fast as the slowest person driving on that road. And the impact of that slow driving person will have an impact long after she has left the road. Only when traffic alleviates will pockets of unoccupied space appear, thus allowing individual cars to speed up!
It is the same on bridges. How often have I crossed the Victoria bridge (one lane) following a car at 20 MPH where you could probably slot 15 to 20 cars in the empty space in front of the leading car!
There should be 'EDUCATION' going on about stuff like that!
My theory is that it is worse in any city that has traffic reports on the radio. EVERY F.....ING TIME there is snow falling, some do-gooder on the radio will advise drivers to 'make sure you slow down and drive safely, bla, bla...' And then you can almost see all the red braking lights start shining... (well maybe it's my imagination...)

NJ Turnpike many years ago. A police officer is standing on the edge of the road. No accidents or nuttin'. He is just waving like mad at motorists to SPEED up!! Now that was nice... :o)
