Once there was an article about a journalist losing control in a VW Passat on icy, snow covered highway while going about 100 mph. He was going into details about how his car responded to his inputs, how it was impossible to make steering corrections that would bring the car out of its cycle of increasing amplitude swings. Most impressive, he did not think driving at 100 mph on ice covered road was anything unusual.
The car was equipped with studded snow tires and it happened in Moscow suburbs. I guess if the roads are covered with thick layer of snow and ice 3-4 months every year, one has little choice but to learn to drive in these conditions.
