I can't see any way you could prove that the selling dealer was careless. It could also be that the rag was left there by a previous owner or his mechanic and was hid well enough that it was missed at the inspection. Over time the rag worked its way out and into your belt. It could also be that the car may have some kind of oil leak and the rag was stuffed up there and hidden purposely so that the leak couldn't be seen by the dealer it was traded into. You may want to keep an eye on you car for leaks now. For instance, I knew a person who bought a used Dodge diesel truck and after he had it for a few months it developed a rear seal leak. When he had someone fix the leak, they found, of all things, a diaper stuffed up there so the leak would be hidden while the truck was sold.
So it is possible that the selling dealer missed it. It doesn't suprise me that the selling dealer denies this as it would hurt his/her reputation and would try to blame it on you or something else. I would say to forget it and don't use that dealer again.
