I don't think anyone here can prove anything one way or the other.
The selling dealer can say it's not one of his rags and justify by color.
The servicing dealer can say look what I found, which shows it's not a CPO warranty item.
You have no way to prove whether either of them is right or wrong. And it is entirely possible that if it was left in the car, that it could have been missed during an inspection
The rag could have gotten sucked up from the road at some point. Or it could have been left on top of the engine during an oil change, adding coolant or other fluids or during other service work. No one can tell at this point. I've found tools left in a car during service work.
Unfortunately I think it is just something you have to deal with and put behind you, even though you are out $200. Maybe you can convince the servicing dealer to split the cost with you and pass some of it thru to Saab on warranty, but don't count on it. Since the culprit is unknown (although possibly a dealer employee) Saab USA is unlikely do anything.
