If you never use the radio/tuner.. then get an integrated amp.. which is essentially a power amp and preamp in one unit... Separate components are the way to go.. but given your budget, this would be a nice compromise...
The hiss you refer to could be a number of things.. Do you always here it regardless of the source (ie tape, phone etc. ?).. if so it could be something simple like bad RCA cabling.. or even having your treble adjusted too high .. If you only hear it on tape based source material like the VHS and cassette.. then its just a matter of poorly recorded source material..
Bass heavy speaker can be made to sound better by moving them away from corners and wall.. .and slightly elevating them with stands.. Plus given your setup.. if you have a subsonic filter switch on your receiver.. try enabling that ...
